On September 16, 2026, Francesca Giannoni-Crystal took part in the panel discussion “Who Owns the Moon? The Legal Reality of Mining Helium-3 – Part 2,” organized by Lunar Helium-3 Mining, LLC. She addressed some of the central legal questions surrounding the prospective commercial extraction and sale of helium-3 from the Moon. Her remarks examined the international legal framework governing lunar resources, as well as issues involving ownership, governmental authorization and supervision, liability, insurance, export controls, and national-security restrictions.
